Since recently not all properties qualify for tourist licences in Menorca. New licenses for villas are only being granted for properties in designated ‘tourist zones’:

In the case that a property already had a licence, prior to the change in the law of designated areas, that licence remains valid indefinitely.

tourist licence in Menorca?
Detached and semi-detached homes/villas, that sit on their own plot of land, and are rented in their entirety.
Apartments — if and when the Regulations of the Owners’ Association expressly permits short term rentals. When this is not stipulated in the community regulations but is agreed to by more than 50% of owners, updated regulations must be drawn up and submitted to the Registro de Propiedades (Property Registry)
This means that on the contrary to Ibiza apartments can as well have a tourist license, which makes these interesting investments due to low pricing
